When should a school stop sending reminders and turn an unpaid balance over to a collection agency?
Once your normal reminders and final notice have been completed, consider whether another contact from the school is likely to change anything.
If the answer is no, it may be time to refer the account.

Can unpaid school meal balances be sent to a collection agency without involving or embarrassing the student?
Depending on applicable requirements and your school or district policies, eligible unpaid meal balances may be referred for collection from the responsible parent or guardian.
